Dear Sir, I found it impossible to present Mrs Randolph's petition as the pressure of the last moments of the session, nor would it have done any good, for I could not have been active. I have delivered the papers to Mr. Stuart, and requested his attention to the matter at the commencement of the next session. I have informed him that I received the papers from you." Charles E.
